Since the 2019 Early Childhood Education Act, kindergarten teachers must hold a three-year university bachelor's degree in education. Previously, a polytechnic social services degree sufficed — creating ongoing qualification overlap.

Virtually all employers are municipalities or hyvinvointialueet; KVTES sets pay at roughly €2,700–3,200/month. Finland faces a structural shortage: daycare capacity has expanded following the universal daycare entitlement, but trained teachers haven't kept up. OAJ has pushed for pay increases, but tight municipal finances have constrained progress.
