Sosiaalityöntekijä is a protected professional title in Finland — only a master's degree in social work grants the right to use it. Valvira issues the license required for all statutory roles. Training takes five years.

Municipalities and hyvinvointialueet are the primary employers. The field has been chronically understaffed for decades — too few qualified applicants for open positions, and excessive caseloads for those working. High turnover is the result, particularly in child protection.
